BTNF seeks comments on True Oil exploration proposal in Wyoming Range
Near South Cottonwood Creek
by Bridger-Teton National Forest
October 31, 2015

Big Piney, WY – The Bridger-Teton National Forest is seeking public comments on an exploration proposal approximately 22 miles northwest of Big Piney near South Cottonwood Creek in Sublette County, Wyoming.

True Oil, LLC (True), is proposing to drill two wells from two well pads (one well on each well pad). One well pad is existing and would be expanded. The other well pad has been reclaimed and would be reconstructed. A water supply well would be drilled on a third existing well pad to support drilling and completion and any additional required water would be trucked in. Copies of True’s Exploratory Proposal are available for review at the Forest Service Big Piney Ranger District Office. Digital copies of True’s proposal and a project map are available at http://www.fs.usda.gov/goto/btnf/projects. (http://www.fs.usda.gov/project/?project=31165).

This comment period provides the second formal opportunity to respond to the proposed action and the scope of the environmental analysis that will be conducted pursuant to the National Environmental Policy Act (NEPA). Comments concerning the scope of the analysis were solicited from March 15, 2012 to May 15, 2012. Those who commented during the 2012 scoping process are eligible to participate in the objection process, and those comments will be considered in the current NEPA analysis. The Lander Peak Area Exploratory Proposal is now subject to the pre-decisional objection process (36 CFR 218.7 parts A and B), and is no longer subject to the appeal process (36 CFR 215) as noted in the 2012 scoping letter. The new regulations provide an opportunity for individuals, organizations, and tribal entities to file an objection to a project before the final decision is signed.

To eligible to file an objection to the draft decision which is anticipated in 2016, comments must be received within 30 days of publication of the legal notice in the Casper Star-Tribune announcing this comment period. Check the website above for that publication date. Written comments should be sent to Mike Thom, Acting District Ranger, Big Piney Ranger District, Bridger-Teton National Forest, US Highway 189, P.O. Box 218, Big Piney, Wyoming 83113. Comments may be submitted via email at comments-intermtn-bridger-teton-big-piney@fs.fed.us (subject line should read "Lander Peak Exploratory Proposal").

For more information, contact Anita DeLong, NEPA Coordinator, by email: akdelong@fs.fed.us or by phone: 307-886-5329. Comments received in response to this solicitation, including names and addresses of those who comment, will be considered part of the public record on this proposed action and will be available for public inspection. Comments submitted anonymously will be accepted and considered; however, anonymous comments will not provide the agency with the ability to provide the respondent with subsequent environmental documents. Only those who previously responded or respond to this request for comments will remain on the mailing list for this project.
