Description:Summary Description:
The EMS Director provides administrative direction and oversight of the daily operations of the EMS service. The Director is responsible for ensuring the organizational delivery of high quality, cost effective pre-hospital care. The EMS Director coordinates with the Medical Director for quality improvement and the delivery of progressive, patient centered medical protocols.

Supervision Received: Reports directly to the Administrator.

Pay: $80,246 - $127,130 per year, DOE.

Responsibilities:
1. Directs the day-to-day operations of the EMS Service.

2. Engages with local, state and regional partners and is the liaison for EMS.

3. Collaborates with the Medical Directors, Administrative Director, and the Director of Finance regarding strategic plan initiatives and day to day operations to ensure identification and problem solving of issues.

4. Works with Billing Office Manager and QA/QI Committee to assure optimal revenue is obtained.

5. Works with EMS Medical Director to assure active physician participation in clinical services and decisions.

6. Formulates and implements quality assurance programs that ensure compliance with standards of practice.

7. Complies with standards and requirements of all accrediting, licensing and governmental agencies pertaining to the area of operational responsibility, to include:

a. Identification, monitoring and evaluating indicators that reflect the important aspects of care and/or service.
b. Initiates recommendations and follow-up action to respond to identified problems.

8. Identifies, recommends and implements operational changes which will improve service, productivity, quality and/or financial performance.

9. Monitors and researches legislative issues that may affect EMS and provides relevant information to the Sublette County Hospital Board of Directors and EMS Medical Director.

10. Actively participates in the EMT/Paramedic selection process including the authority to hire, authority to discipline as per the Sublette County Health policy including suspension or termination, with Administrator approval.

11. Understands the concept and is committed to the Mission of Sublette County Health by demonstrating behaviors consistent with the Mission Statement and the Code of Conduct.

12. Maintains confidentiality in all aspects of the job.

13. Identifies and establishes key processes in responsibility, along with customer needs and expectations.

14. Continuously improves processes using appropriate tools and quality improvement techniques.

15. Clarifies improvement criteria and gives guidance to improvement activities.

16. Collaborates effectively with Human Resources department to ensure Labor Law issues are correctly handled.

17. Advances a respectful and sensitive work environment for a diverse work force.

18. Actively promotes affirmative action goals as appropriate.

19. Ensures employee orientation to the organization and position.

20. Promotes an environment conducive to staff satisfaction and retention.

21. Ensures that employees participate in required educational programs.

22. Completes performance review for all employees as per District policy.

23. Uses informal/formal improvement process in addressing failure to meet performance expectations, through specific feedback and an ongoing and timely basis.

24. Prepares and manages operating and capital budgets which reflect appropriate assumptions for volume and resources for Emergency Medical Services.

25. Analyzes variances resulting from internal and external factors and makes or proposes adjustments in resource utilization to respond to organizational needs.

26. Actively participates in Sublette County Health’s Strategic Planning and implementation.

27. Conducts frequent, timely and appropriate communication with staff through staff meetings, one-on-one sessions and other means as required.

28. Accurately and completely shares information with Sublette County Health Staff, city, county and state agencies in a timely manner.

29. Communicates clearly and accurately in both verbal and written processes. Uses appropriate technology to enhance communication effectiveness.

Qualifications:
1. Minimum of 6 years’ experience in EMS field.

2. Minimum of 5 years’ experience in a supervisory/management position. Experience in the pre-hospital medical transportation service a plus but not required.

3. Demonstrated experience in continuous quality improvement, leadership, effective communication, organizational skills and budgetary management.

4. Current Certificates in EMT license, BLS, ACLS and PALS.

Knowledge, Skills and Abilities:

1. Extensive knowledge and experience in EMS theory, regulations and practices to give and evaluate patient care by professional Emergency Services staff.

2. Knowledge of EMS reporting systems and ability to teach staff.

3. Excellent customer service skills and ability to deal with matters in a professional and friendly manner.

4. Ability to apply analysis skills and problem-solving techniques to situations to provide fast and effective solutions.

5. Ability to prioritize workload effectively and work well under pressure.

6. Knowledge of common safety hazards and precautions to establish/maintain a safe work environment for the medical staff and patients.

7. Skill in identifying problems and recommending solutions as a manager.

8. Skill in preparing/maintaining records, writing reports and responding to correspondence as an Operations Director.

9. Ability to supervise an "EMS Team".

10. Ability to maintain and evaluate quality control standards.

11. Ability to react calmly and effectively in managing emergency situations.

12. Ability to communicate clearly and effectively as an Operations Director.


Working Conditions:
1. Subject to varying situations including ability to understand and respond appropriately, effectively and sensitively to special population groups, including those defined by race, ethnicity, language, age, sex, sexual orientation, economic standing, etc.

2. Frequent contact with a variety of people including prisoners and people with mental, emotional and physical disabilities.

3. Medical office, exam room, laboratory, radiology, emergency room and professional practice settings. Frequent exposure to communicable diseases and other conditions common to rural clinic environments.

4. Work environment involves exposure to unusual elements, potentially dangerous materials and situations that require following extensive safety precautions and may include the use of protective equipment.

5. May require travel between District sites.

Physical Demands:
Varied activities including moving, traversing, reaching, bending, and lifting. Requires full range of body motion including moving, positioning and transporting patients. Also requires manual and finger dexterity, and eye-hand coordination. Requires moving and traversing in oftentimes difficult and uneven terrain for extensive periods of time. Occasionally must move items weighing up to 75 pounds without assistance. Requires corrected vision and hearing to normal range. This position frequently requires working under stressful conditions and irregular hours. Year-round highway travel between clinics and other facilities throughout the district is required.
