Description: | Summary Description: While upholding the Sublette County Hospital Districts mission, vision and values, the Chief Nursing Officer directs, administers, and coordinates the activities of the hospital, clinics, and outpatient nursing services in support of policies, goals and objectives established by the Chief Executive Officer and the Governing Body. Must be prepared to handle an evolving integrated health care delivery system, technological innovations, an increasingly complex regulatory environment and restructuring of work with focus on the SCH’s mission and vision for patient centered care. Assists in the development and implementation of SCH’s strategic plan and ensures standards set are implemented and maintained. Develops and maintains collaborative relationships with local and regional health care partners and affiliates. Serves as a visible and enthusiastic champion in providing day to day leadership and guidance to the District nursing staff to ensure service excellence.
Supervision Received: The Chief Nursing Officer reports directly to the Chief Executive Officer.
Responsibilities: Organizes programs, policies and procedures are developed to assess, evaluate, and meet the needs of the patient: 1. Responsible for the provision of nursing services 24 hours a day, seven (7) days a week. 2. Implements standards of nursing practice reviewing and revising as necessary to reflect changes in nursing practice and patient population. 3. Ensures that clear, concise, and current written policies and procedures are available to assist the staff and minimize risk factors. Nursing policies are approved by the Nurse Executive before implementation 4. Plans and coordinates with the Chief Financial Officer, utilizing the respective service managers for planning the budgeting requirements for staff, performance of work, supplies, and equipment. 5. Demonstrates a professional commitment by initiating, developing, and maintaining professional training and continuing education programs and cooperative relationships with the community, state, and other institutes of learning. 6. Recommends modifications, additions, or deletions to nursing staffing plans to ensure reasonable hours and acceptable working conditions to provide optimal patient care coverage. 7. Initiates and participates in problem solving policy forming conferences for patient care services. Maintains close coordination with all departments to ensure continuity and collaboration of services. 8. Ensures that all aspects of patient care are carried out in an environment that optimizes patient safety and reduces the likelihood of medical/health care errors. 9. Represents the nursing staff and the mission of the SCHD by active involvement in delegated committees and projects.
Participates with the Governing Body, management, medical staff, and clinical leaders in the hospital’s decision-making process: 1. Plans and recommends to Chief Executive Officer new facilities or equipment or modifications needed to provide optimal patient care. 2. Serves as a member of professional staff committees in matters pertaining to patient care and participates in the Executive, Finance, Governing Body, and medical staff departmental meetings. 3. Provides suggestions for cost savings and/or revenue opportunities and is responsible for cost controls to ensure maximum effectiveness of funds expended from approved departmental budgets. 4. Collaborates with hospital leaders in developing, implementing, reviewing, revising, and monitoring hospital wide performance improvement activities.
Demonstrates Competency in the following areas: 1. Implements an effective, ongoing program to measure, assess and improve the nursing care delivered to patients. 2. Responsible for developing and/or maintaining policies, procedures, and controls to promote communication and adequate information flow that ensures consistent quality and safety. 3. Establishes operating policies that are consistent with the Chief Executive Officer’s broad policies and objectives to ensure their execution. 4. Regularly and systematically monitors utilization of services adjusting where necessary to meet patient needs and provider/employee satisfaction and communicates these results to the CEO. 5. Assists hospital team with established quality indicators and works with specific departments to implement improvements/changes to achieve quality levels. 6. Assures that nursing leaders review monthly performance improvement compliance with established indicators and sees that corrective actions are taken when negative outcomes are identified. 7. Responsible for the planning and implementation of new programs and/or new equipment to assure an optimal level of safety and quality. Delegates implementation as appropriate. 8. Responsible for providing direction and feedback on patient flow and engagement to assure optimal satisfaction with visit. 9. Collaborates with departmental leadership regarding appropriate staffing levels and interventions to facilitate effective delivery of patient care and optimal customer satisfaction. 10. Participates and assists in planning and providing of Inservice education programs within the hospital or other meetings, seminars, and institutes conducted outside the hospital 11. Follows Pharmacy protocols for obtaining drugs when the Pharmacist in unavailable. 12. Regularly schedules departmental meetings and assigns appropriate departmental representatives to the multi-disciplinary committees. 13. Ensures compliance with policies and procedures regarding department operations, fire safety, emergency management, and infection prevention and control. 14. Maintains regulatory requirements, including all federal, state, local regulations, and accrediting organization standards.
Qualifications: 1. Graduate from an accredited school of nursing and holds current unemcumbered licensure in the State of Wyoming as a registered professional nurse. 2. Bachelor’s degree in nursing is required. 3. Master’s degree in nursing or equivalent is preferred. 4. Minimum of 6 years’ experience as a staff nurse and nurse manager.
Knowledge, Skills, and Abilities: 1. Ability to effectively present written and verbal information to top management, medical staff, public groups, and Governing body. 2. Ability to read, analyze and interpret financial reports and contracts. 3. Ability to prioritize and complete multiple tasks in a timely manner. 4. Knowledge of computer programs, spreadsheets, and applications. 5. Skill in exercising a high degree of privacy and integrity. 6. Possesses good organizational skills and dedication to completing projects in a timely manner. 7. Ability to work effectively with staff to develop an environment that promotes accountability. 8. Ability to act professionally and in accordance with the mission of SCHD.
